Laukik Hase 16f3317496 soc/esp32s3: Fix the SOC_MEM_INTERNAL_HIGH value 
- As per the memory block diagram for ESP32-S3, the
  internal memory address ranges as follows:
  DRAM: 0x3FC88000 (== SOC_MEM_INTERNAL_LOW) <-> 0x3FCF0000
  IRAM: 0x40378000 <-> 0x403E0000 (== SOC_MEM_INTERNAL_HIGH)

soc

The soc component provides hardware description for targets supported by ESP-IDF.

- `xxx_reg.h`   - defines registers related to the hardware
- `xxx_struct.h` - hardware description in C `struct`
- `xxx_channel.h` - definitions for hardware with multiple channels
- `xxx_caps.h`  - features/capabilities of the hardware
- `xxx_pins.h`  - pin definitions
- `xxx_periph.h/*.c`  - includes all headers related to a peripheral; declaration and definition of IO mapping for that hardware
