This commit refactors the legacy hooks as follows:

- Removed CONFIG_FREERTOS_LEGACY_HOOKS
- FreeRTOS hooks are now enabled via:
    - CONFIG_FREERTOS_USE_IDLE_HOOK
    - CONFIG_FREERTOS_USE_TICK_HOOK
- Update IDF hooks documentation

57fd78f5ba freertos: Remove legacy data types 
This commit removes the usage of all legacy FreeRTOS data types that
are exposed via configENABLE_BACKWARD_COMPATIBILITY. Legacy types can
still be used by enabling CONFIG_FREERTOS_ENABLE_BACKWARD_COMPATIBILITY.

d2b894862c newlib: auto-detect sizeof(time_t) 
To make the transition from 32-bit time_t to 64-bit time_t smoother,
detect the size of this type in CMake and remove the manual option in
Kconfig.
The information about 64-bit time_t support is moved from Kconfig help
string into the "system time" section of the API reference.

This commit refactors the FreeRTOS documentation as follows:

- Rewrite FreeRTOS SMP changes document (ESP-IDF FreeRTOS SMP)
    - Reorganized sections in kernel behavior changes
    - Rewrote descriptions of each kernel behavior changes
    - Added notes about using ESP-IDF FreeRTOS for single core targets
- Moved TLSP callback section to FreeRTOS Additions document
- Moved FreeRTOS configuration section to FreeRTOS API document
- Added notes about FreeRTOS applications in ESP-IDF

0fd74a43c8 console: re-use the available REPL console API and improve linenoise 
Console example doesn't duplicate code in `console` component.
Linenoise has been improved: it now has a parametrized command line
length. It is now possible to paste data efficiently to the console.
Note: this can only be done if the cursor is at the end of the line.

262107691a pthread: Fix pthread_cond_timedwait returning early from timeout 
The reason timeouts would sometimes happen before the abstime deadline was due
to rounding errors converting the timeout to milliseconds, and also because
vTaskDelay(1) only delays until the next tick which is less than one full tick
period.

f339b3fc96 efuse(esp32): Deprecate esp_efuse_burn_new_values() & esp_efuse_write_random_key() 
These functions were used only for esp32 in secure_boot and flash encryption.

- Added an option to skip unhandled events for periodic timers. Useful for light sleep.

50af558df9 update pm document with changes in bluetooth that supports automatic light sleep in case that external 32.768KHz crystal is used as the sleep clock 
If bluetooth modem sleep is enabled and "External 32kHz crystal" is used as bluetooth sleep clock, the power management lock "ESP_PM_NO_LIGHT_SLEEP" in bluetooth is released for the periods of time when Bluetooth enters modem sleep. In this case automatic light sleep is allowed.

8a597b865f esp_ringbuf: Add static allocation, refactor, and update API reference 
This commit updates does the following:
    - xRingbufferCreateStatic() added to allow ringbuffers via to be statically
      allocated. Docs and unit tests update accordingly. Closes #3064

    - Fix doc typos, closes #3248. Updated API reference regarding to mention
      item size limits of no-split buffers when calling
      xRingbufferGetCurFreeSize() or xRingbufferGetMaxItemSize(), closes #3117.

    - Remove the following deprecated types/functions for v4.0
        - xRingbufferIsNextItemWrapped()
        - xRingbufferAddToQueueSetWrite()
        - xRingbufferRemoveFromQueueSetWrite()
