KonstantinKondrashov 94ae902d78 efuse: Prevent burning XTS_AES and ECDSA keys into BLOCK9 (BLOCK_KEY5)
eFuse module has a hardware bug.
It is related to ESP32-C3, C6, S3, H2 chips:
    - BLOCK9 (BLOCK_KEY5) can not be used by XTS_AES keys.
For H2 chips, the BLOCK9 (BLOCK_KEY5) can not be used by ECDSA keys.
S2 does not have such a hardware bug.

soc

The soc component provides hardware description for targets supported by ESP-IDF.

- `xxx_reg.h`   - defines registers related to the hardware
- `xxx_struct.h` - hardware description in C `struct`
- `xxx_channel.h` - definitions for hardware with multiple channels
- `xxx_caps.h`  - features/capabilities of the hardware
- `xxx_pins.h`  - pin definitions
- `xxx_periph.h/*.c`  - includes all headers related to a peripheral; declaration and definition of IO mapping for that hardware
