feat(examples): add local components via idf_component.yml
...
Specifying all the dependencies (managed and local) in the manifest
makes it easier for users to see every component the example
depends on.

tools: Increase the minimal supported CMake version to 3.16
...
This updates the minimal supported version of CMake to 3.16, which in turn enables us to use more CMake features and have a cleaner build system.
This is the version that provides most new features and also the one we use in our latest docker image for CI.

freertos: Remove legacy data types
...
This commit removes the usage of all legacy FreeRTOS data types that
are exposed via configENABLE_BACKWARD_COMPATIBILITY. Legacy types can
still be used by enabling CONFIG_FREERTOS_ENABLE_BACKWARD_COMPATIBILITY.

examples: Move non-block socket examples to a single app
...
To simplify the examples, reused the boiler plate and statics and mainly
for testing on localhost interface with no physical network.
