This updates the minimal supported version of CMake to 3.16, which in turn enables us to use more CMake features and have a cleaner build system.
This is the version that provides most new features and also the one we use in our latest docker image for CI.

Modify the NGed drivers to adopt new clock ids
This commit removes the usage of all legacy FreeRTOS data types that
are exposed via configENABLE_BACKWARD_COMPATIBILITY. Legacy types can
still be used by enabling CONFIG_FREERTOS_ENABLE_BACKWARD_COMPATIBILITY.
mcpwm_basic_config example calculates period incorrectly in high
frequency. The period calculation will move to ISR and the method of
calculation will be changed.
Using xxx_periph.h in whole IDF instead of xxx_reg.h, xxx_struct.h, xxx_channel.h ... .
