kconfig: move remaining kconfig options out of target component
...
The kconfig options are moved to the component where they are used,
mostly esp_hw_support and esp_system.

Build & config: Remove the "make" build system
...
The "make" build system was deprecated in v4.0 in favor of idf.py
(cmake). The remaining support is removed in v5.0.
