Ivan Grokhotkov 93a3beafb8 bootloader_support: don't check signature when JTAG is attached
If an insecure configuration is enabled (no hardware secure boot, just
software signature check), skip the signature check in bootloader if
JTAG debugger is attached. This allows the debugger to set breakpoints
in Flash before the application runs.

Bootloader Support Component
============================

Overview
--------

"Bootloader support" contains APIs which are used by the bootloader but are also needed for the main app.

Code in this component needs to be aware of being executed in a bootloader environment (no RTOS available, BOOTLOADER_BUILD macro set) or in an esp-idf app environment (RTOS running, need locking support.)
