Xia Xiaotian d472641430 esp_wifi: refactor PHY access
- Simplify PHY access API
- Move coexist initializing and deinitializing out from PHY API
  to Wi-Fi and Bluetooth
- Remove coexist pause and resume for they are no longer needed.
