f64b3902cf tools: Delete the old kconfig tools 
The old kconfig tool is not used anymore. It was replaced with the
kconfiglib Python package.

bcc8f2628c CI: Add pre-commit for esp-idf project. 
add tools/ci/python_packages/idf_ci.py for some util functions used in
