facab8c5a7 tools: Increase the minimal supported CMake version to 3.16 
This updates the minimal supported version of CMake to 3.16, which in turn enables us to use more CMake features and have a cleaner build system.
This is the version that provides most new features and also the one we use in our latest docker image for CI.

98930e7be2 bugfix/mqtt examples: Updates the CA certificates used. 
- Updates the CA certificates.
- Updates the URI names to reflect the new URI in the service used in
  the examples.

c6934d6175 MQTT: update default broker URL for examples 
The MQTT broker URL used as default in the examples has ceased operation. All examples and documention have been updated to point to the new domain mqtt.eclipse.org.
This also required an update of the python example test scripts to use TLS 1.2

23345d2021 MQTT: Integrate esp-mqtt library into idf 
added docs and tests for mqtt library, small fixes (removed warnings, option for custom outbox, websocket bug fixed for longer transports). refactored to use common tcp_transport component, support for CMake build system.
