Add new "all_component_info" dictionary into the
project_description.json file. It contains information about all
registered components presented in the __COMPONENT_TARGETS list.
Since components in this list are not fully evaluated, because only the first
stage of cmakefiles processing is done, it does not contain the same information
as the "build_component_info" dictionary. The "type", "file" and "sources" variables
are missing.
Most of the properties are already attached to the component target, so
this only adds INCLUDE_DIRS property to the target during the first cmakefiles
processing stage.
The "all_component_info" dict is generated in a separate function, even
though the original function for "build_component_info" could be
adjusted. This introduces a little bit of boilerplate, but keeps it
logically separated and probably easier if we want to extend it in the
future.

This component property allows including all component object files
into the executable. It is equivalent to wrapping the component
library with -Wl,--whole-archive and -Wl,--no-whole-archive flags.

Currently IDF_VERSION_* variables are not available to the component
CMakeLists.txt files at the requirements expansion stage. This makes
it harder to write component CMakeLists files compatible with
different IDF versions.
Include version.cmake from the requirements expansion script, add a
build system test.
!4452 simplified early expansion by using an early expansion script that
only does one thing: get the public and private requirements for each
component, albeit one by one. This was also dependent on parsing
the command output of the expansion script. This commit makes it so that a list of all
components to be processed to passed to the expansion script, generating a cmake
file that sets each component requirements in one go.
This also makes sure that only components that registered themselves get
included in the final build list.
Works around bug where components/soc/CMakeLists.txt was testing "EXISTS
${COMPONENT_PATH}/${SOC_NAME}" and this test could pass during early
expansion if COMPONENT_PATH was empty and a directory /esp32 exists
on Windows.

Guarantees that a component's project_include.cmake will be called after its dependent components'
project_include.cmake. Because of cycles in the dependency graph, this is less useful than you'd
think but it gives a strong guarantee for any component which is not part of a cycle.
Also applies deterministic ordering (ordering is initialised as COMPONENT_REQUIRES_COMMON then all
COMPONENTS in alphabetical order, but then the sorting by dependencies is applied.)
