feat(examples): add local components via idf_component.yml
...
Specifying all the dependencies (managed and local) in the manifest
makes it easier for users to see every component the example
depends on.

fix(nimble): Updated BLE Phy example
...
The existing example has some issues which are now fixed.
1. Original example had legacy_pdu set which was not causing
the PHY to actually change. Fixed this
2. Added a way to initiate connection directly on 2M or Coded Phy.
