esp_system (C6 & H2): Enables BOOTLOADER_RESERVE_RTC_MEM feature for bootloader

This option reserves an area in RTC FAST memory for the following features:
- "Skip image validation when exiting deep sleep"
- "Reserve RTC FAST memory for custom purposes"
- "GPIO triggers factory reset"

system: fixed USE_FIXED_STATIC_RAM_SIZE option

The USE_FIXED_STATIC_RAM_SIZE was not actually causing the heap to start
at a fixed address.
