948010dc0b freertos: Add task creation with caps functions 
This commit adds the corresponding CreateWithCaps functions for tasks:

- xTaskCreatePinnedToCoreWithCaps()
- xTaskCreateWithCaps()
- vTaskDeleteWithCaps()

Documentation and migraiton guide have been updated accordingly.
