feat(examples): add local components via idf_component.yml
...
Specifying all the dependencies (managed and local) in the manifest
makes it easier for users to see every component the example
depends on.

tools: Increase the minimal supported CMake version to 3.16
...
This updates the minimal supported version of CMake to 3.16, which in turn enables us to use more CMake features and have a cleaner build system.
This is the version that provides most new features and also the one we use in our latest docker image for CI.

...
The "make" build system was deprecated in v4.0 in favor of idf.py
(cmake). The remaining support is removed in v5.0.

esp-netif: Added API to get the underlying interface name

The interface name can be used in socket API, i.e. setsockopt(). The API esp_netif_get_netif_impl_name() shoudl be used to populate standard
interface structure struct ifreq.
