Merge branch 'bugfix/fix_wrong_mem_caps_in_memory_layout_v5.1' into 'release/v5.1'
fix(heap): fix the issue on esp32c3 where retention memory was exhausted prematurely and preventing the CPU from powering down (backport v5.1) See merge request espressif/esp-idf!26087
