log: Remove redundant definition of LOG_LOCAL_LEVEL

Browse Source 
After adding a maximum setting, the default value of LOG_LOCAL_LEVEL
will be CONFIG_LOG_MAXIMUM_LEVEL not CONFIG_LOG_DEFAULT_LEVEL
