Merge branch 'bugfix/esp32c3_check_if_allow_light_sleep_v4.3' into 'release/v4.3'
Fix that when EXT CRYS is configured but not detected, light sleep is still allowed to be used(v4.3) See merge request espressif/esp-idf!14818
